Dear Colleagues,

 

I am writing to clarify my position with respect to substitute Senate Bill 162. 

 

I support the language that was reported by the Children’s Committee and which was referred to the Education Committee.  Even more importantly this is the version that the home schooling community supports.

 

The redraft of sSB 162 done by the Education is NOT the version that I support.  Although I am grateful that my request to remove the fine provision from a draft of the bill was granted, after reviewing the video recording of the Education Committee Meeting I believe that there was confusion about my position during that meeting.    

 

I will work to change sSB 162 so that we can pass a bill that is acceptable to the home schooling community on whose behalf I, and many of you, have been advocating this legislation.

 

I hope you will work with me in that endeavor during the remaining weeks of the session.

 The bill that passed the committee last week accomplishes exactly what was requested in a more pertinent section of statute that is relevant
 to all cases of withdrawal of students from school.

 I very clearly stated my position all along that notice provided by certified mail protects the parents who request their children to be
 withdrawn. The education bill improved the protection of parents who seek to home school by requiring the school district to accept the
 notice.

I watched the public testimony before the Children's Committee and I understand the ordeal that some homeschooling parents went through. My take on all of this at the end of the hearing and after talking to my Cheshire constituent who homeschools, was that everyone was in agreement that a notice sent to the school and school district (Board of Ed), by certified mail with return receipt would be acceptable.
